BRUSSELS – Belgium’s airspace was closed off for landings and departures for about two hours on Thursday afternoon because of a technical glitch in the data system of the air safety control centre.Belgocontrol spokesman Dominque Dehaene said the control centre had to execute a “clear sky” operation until the issue was fixed. He couldn’t immediately provide details of the technical difficulties.Dehaene said it was “a very specific problem” that created a risk that some information on flights might not be correct. Man asks judge to remove herself in challenge of Muskrat Falls ST. JOHN’S, N.L. – The Newfoundland man who is challenging the Muskrat Falls hydro project threw a legal curve ball Friday, asking the judge to step aside for an alleged conflict of interest.Brad Cabana, a political blogger and small businessman, is arguing in provincial Supreme Court that the $7.7-billion development in Labrador should be stopped. He asserts that the megaproject is rife with legal uncertainties and constitutional breaches that leave it vulnerable to court action.Judge Gillian Butler is also hearing his claims that the province unjustly denied residents a say on Muskrat Falls through a referendum.But Cabana, who isn’t a lawyer and is representing himself, asked Butler to recuse herself from the case because of her husband’s legal ties. David McKay is a partner with the St. John’s law firm representing former premier Danny Williams.Cabana is embroiled in a defamation lawsuit and countersuit with Williams.Butler said she knew nothing of the case and that Cabana’s request was a complete surprise to her.“It’s disappointing that this would be raised on the second day of this hearing,” Butler said.Cabana apologized, saying he only realized the connection on Thursday after proceedings began.“Should she find against me, she is in a position to award damages against me,” Cabana said outside court, referring to possible court costs. “And those damages could render me incapable of fighting the other lawsuit as represented by her husband’s company.”Outside court, Cabana was critical of Butler for shutting down one of his main arguments as the hearing started. His remarkable return to form (at the moment he’s a top-10 hitter despite missing all of last year) has even New York fans who loathed him not long ago mulling his redemption.So just how good, just how unexpected, just how amazing is this season of his?From at least some angles, very. His 23 home runs through 97 Yankees team games (as of Sunday) put him “on pace” for around 38 for the year, which would leave him trailing only Barry Bonds in 2004 (45 HR) and Hank Aaron in 1973 (40 HR) among players who started the season age 39 or older. Even assuming Rodriguez can’t keep up that pace and regresses toward the mean a bit, he seems very likely to end up in the top five all time for his age — he needs only 10 more home runs to clear that threshold.If his season ended today, his home runs per game played would already be cream of the crop. (Rodriguez has 8.7.) Oh, and they also had to average at least 0.5 per 100 plate appearances, by season. (Rodriguez has averaged around 0.6.) I’ve also excluded later seasons from this average for those who played more than five seasons past 35, to avoid filtering out players who had great careers into their late 30s but stuck around too long.:As we can see, the three main “peaks” are Babe Ruth, Williams and Bonds (unsurprising). But Rodriguez’s twilight career, even counting this season, is still fairly mainstream (so far).Rodriguez’s dramatic-seeming improvement this year really isn’t that unusual either — probably worth noting given suspicions stemming from his history of performance-enhancing drug (PED) use. Rodriguez has jumped 0.3 wins per 100 plate appearances from the last season he played to this one. That’s good, but it’s only the 53rd-largest such jump among those 39 and older (compared with 134 declines greater than 0.3).3The ratio of declines to gains of this magnitude is actually much smaller than I would have guessed. That is, he’s no Gavvy Cravath, who went from a .696 OPS (on-base plus slugging) at age 37 to a 1.078 OPS at age 38.Indeed, playing deep into one’s 30s (and even beyond) has gotten much more common (though the increase is a bit less pronounced in Rodriguez’s 39-plus age group):It’s interesting that Rodriguez is somewhat bucking the recent downward trend, one that seems to have started around when MLB began cracking down on PED use (a speculative causal connection, but one that’s highly likely, in my opinion).4As for what might have happened in 1987, I asked FiveThirtyEight’s Rob Arthur, and he didn’t have any great ideas off the top of his head, either. Share Intercontinental Terminals CompanyThe clean-up process continues on the Houston Ship Channel as part of the recovery efforts from the March 17 massive fire that occurred at ITC’s petrochemical facility in Deer Park, TX.The clean-up process continues at the Deer Park petrochemical storage facility that caught fire on March 17. Intercontinental Terminals Company (ITC), the company that owns the facility, says response crews are still working on removing product from the tank farm. The incident has restricted traffic on a section of the Houston Ship Channel and the U.S. Coast Guard doesn’t know at this point when the restrictions will be lifted.ITC Executive Brent Weber said at a news conference held on Monday morning that the tank farm is secured. “The level on the tank farm is basically dry now with a very light layer of foam,” he said.“We have crews that are going to enter the tank farm area today,” Weber added, “to begin a little further remediation on the residual product in the tank farm.” The tanks that are still being cleaned up contain naphtha, which is highly flammable, and gasoline blend stock.Weber also said that the dike containment wall that sustained a partial breach during the aftermath of the fire has been patched with temporary repairs.The Texas Commission on Environmental Quality has launched a new section of its website with information, including sampling locations, maps and photos, about the incident.Multiple agencies, including the TCEQ, along with the U.S. Environmental Protection Agency, Harris County and ITC, continue monitoring air quality. Harris County is also posting updated information online about air quality.EPA Spokesman Adam Adams said there was an elevated benzene reading over the weekend but it just lasted a short period of time.Responders found one deceased dolphin and another one that was stranded also during the weekend. Adams said members of the Texas Marine Mammal Stranding Network examined them and determined that it didn’t appear the dolphins were impacted by the incident.The organization is “monitoring a dolphin pod that’s well south of Morgan’s Point,” according to Adams. He added ten birds have been rescued and responders hadn’t found any new fish or wildlife impacted as of Monday morning.There are still pockets of oil on sections of the Houston Ship Channel, with heavier concentrations on Tucker’s Bayou. U.S. Coast Guard Captain Rich Howes there isn’t a “firm timeline” on full reopening of the ship channel. The section of the channel with restricted traffic goes from Tucker Bayou to Light 116, and only operates during daylight hours. ITC has received approximately 3,000 inquiries about claims and 800 claims related to the fire and chemical spill.The company has posted a video on YouTube that shows recovery efforts along the Houston Ship Channel. read more

No, the company isn’t trying to unfairly punish Spotify for competing against Apple. It’s simply enforcing App Store submission guidelines that Spotify — according to Apple, at leat — is violating. (And Apple also seems a bit irked that Spotify seems to be fighting its battle in the press.) Spotify fired off its initial salvo against Apple in the form of a letter Spotify general counsel Horacio Gutierrez sent to Apple general counsel Bruce Sewell a few days ago. In it, as Recode reported, Gutierrez argued that Apple was “causing grave harm to Spotify and its customers” by rejecting the company’s latest app update.”This latest episode raises serious concerns under both U.S. and EU competition law. It continues a troubling pattern of behavior by Apple to exclude and diminish the competitiveness of Spotify on iOS and as a rival to Apple Music, particularly when seen against the backdrop of Apple’s previous anticompetitive conduct aimed at Spotify — we cannot stand by as Apple uses the App Store approval process as a weapon to harm competitors,” Gutierrez wrote.Apple’s Sewell has since fired back a retort, claiming that Spotify has itself to blame for Apple rejecting its app’s latest update. The primary issue revolves around in-app purchases — specifically, that Apple reserves the right to make a commission from those made, and that developers can’t just replace in-app purchases with other systems meant to cut Apple out of the deal entirely.”Shortly after Spotify submitted its app on May 26, our team identified a number of issues, including that the in-app purchase feature had been removed and replaced with an account sign-up feature clearly intended to circumvent Apple’s in-app purchase rules. That feature exists only for the purpose of avoiding having to pay Apple for your use of the App Store by emailing customers within hours, directing them to subscribe to Spotify on its website. A clear violation of the terms every other developer adheres to,” Sewell wrote, as reported by Buzzfeed. “During a number of discussions between our team and Spotify, we explained why this sign-up feature did not comply with our guidelines and requested you resubmit a compliant version of the app. On June 10, Spotify submitted another version of the app which again incorporated the sign-up feature directing App Store customers to submit an email address so they could be contacted directly by Spotify in a continued attempt to get around our guidelines. Spotify’s app was again rejected for attempting to circumvent in-app purchase rules, and not, as you claim, because Spotify was simply seeking to communicate with its customers.”Spotify has yet to respond to Apple’s response, and we don’t yet know just what Spotify is planning to do with its proposed app update. By Evie AndreouThe announcement this week that the government intends to pay mothers of large families an allowance for their grown-up children could easily be dismissed as a classic example of how Cypriot mums cling to their children long after they’ve reached adulthood.As always, the truth is a bit more complex.The allowance, announced by President Nicos Anastasiades, applies to mothers with four of more children who are too old to receive child benefit.The one-off annual payment will depend on family income with the highest pay-out being €300 for those earning below €15,500 a year. The new allowance is considerably less than the around €70 per month such families received until 2012 when it was discontinued due to cutbacks.Unemployment among the young has meant more adult children living at homeThe news was welcomed by the organisation of large families (POP) that argues that children need their parents’ support well after they reach 18.“Just because a child turns 18, does not mean they are not dependent on their parents. They go off to study, they rely on their parents for a number of years. And it is not the same sending four children to study as it is one,” the head of POP, Ntinos Olympios, told the Sunday Mail.A mother’s needs do not go away even after her children become adults, Olympios said. “There are debts to pay off, mortgages, they need support. The income of large families go up in smoke a lot faster than those with fewer children.”The allowance also honours those mothers for contributing to Cypriot society, he argues.“They have sent their sons to serve in the National Guard, they gave society tax-paying citizens. The more the children, the bigger the contribution,” Olympios said.For 58-year-old Niki Vasiliou, the mother of four grown up children aged between 38 and 24, the allowance will help with practical matters.“We had received a loan from the POP cooperative bank to help some of our children when they were younger and the allowance I used to get until 2012 was going to the payment of that loan. After it was discontinued, it upset the balance as I was relying on it,” she said.The €300 per year will hardly solve her financial issues, but it is a recognition of what she has offered so far.“I hope everyone realises that when you have more than one or two children, expenses are much higher. There is no tuition but you still need a lot of money on uniforms, afternoon classes, school transport, etc,” she said.She added that the family, when her children were minors, used to receive an allowance – around CY£50 (€85) per child per month – which was discontinued as soon as they reached 18.Vasiliou is still working hard to support herself and pay her loans. “Any savings we may have had were easily gone. You can only dream of having savings when you have four children who need your help.”The widespread perception that Cypriots, like other southern Europeans, tend to leave home later than northern Europeans is reflected in a recent Eurostat study.Ntinos Olympios, the head of the large family associationIn 2016 the average age of young Cypriots leaving the parental household was 27.1, compared to Swedes who leave home at 20, Germans at 23.7 and the British at 24.3.But Cypriots are by no means the worst at being reluctant to cut the apron strings. They are only a year above the EU average at leaving home and are positively independent compared to Malta where offspring don’t tend to leave home until they are 31.8 or Italy at 30.1.Significantly too, the average age that Cypriots leave home has actually risen since 2000 when it was 25.3.This may have been partly because Cypriots used to marry younger back then and most certainly because the economic situation was better.The financial crisis of 2013 has had an obvious impact on the numbers of adult children still living at home. Vasiliou has a 30-year-old son at home because his salary is too low for him to live alone.“I don’t mind him still living in the house but at some point, he has to move out. I know that at the moment he can’t afford to. He does occasionally help pay utility bills or bring home groceries,” she said.“There is high unemployment, how is one to take the plunge and get married and start a family?” said Olympios from POP.But for Birgit, a no nonsense German mother, who has been living in Cyprus for 30 years, the economic crisis can’t hide a fundamental difference in approach to parenting that makes Cypriots more likely to say at home.“I taught my children to iron and wash clothes and I don’t make their beds. I heard Cypriot mothers who do these for their grown-up children,” she said.And then there’s the economic aspect. “In other countries children who stay with their parents are forced to contribute to the expenses or pay rent.”But British mother Eileen Kelly, who has also lived in Cyprus for 30 years, admits Cypriot parenting skills have rubbed off on her to sometimes absurd extremes.She once ordered a Domino’s pizza in London from Nicosia, and had it delivered to her 30-year-old son.“My son is not known for managing his money very well.
